Prohibited jobs for foreigners in Türkiye

According to Article 1 of the law; Dentistry, pharmacy, veterinary medicine, responsible manager in private hospitals, lawyer, notary public, private security agent, customs consultant, tourist guide and seller of government goods are prohibited for foreigners.

The health field is one of the fields that has the largest number of prohibited jobs for foreigners. The most important regulations related to the professions that are considered for Turkish citizens in this field is Law No. 1219 on the correct practice of medicine and medical arts. This law required Turkish citizenship for medicine. According to a ruling in 2013, by amending Article 1 of the law, being a doctor was removed from the prohibited occupations of foreign nationals.

With the same resolution, Nursing Law No. 6283 was amended and the requirement for nurses to leave was canceled. In line with this change in the law, regulations regulating the working conditions of foreign healthcare professionals were issued the following year. As specified in other articles of Law No. 1219, the condition of being Turkish continues for the professions of dentistry, midwifery and nursing.

In the same way, it is stipulated in Law No. 6197 of Pharmacists and Veterinary Law that it is necessary to be a Turkish citizen to practice pharmacy and veterinary medicine in Turkey. However, the trend is that these professions will no longer be prohibited for foreigners. KFIK No. 663 also regulates that foreign experts can be employed in health institutions. On the other hand, according to the law of private hospitals, the requirement to have a Turkish citizen as a responsible manager in private hospitals continues.

In summary, the jobs that are prohibited for foreigners from 2021 are:

Foreigners of Turkish descent are among the types of jobs that are prohibited for foreigners in Turkey.

It should be noted here that foreign nationals of Turkish origin are not exempted from the work permit and are only exempted from the evaluation criteria. Foreigners of Turkish descent can work by obtaining a work permit. In addition, they can freely do jobs that are forbidden to foreigners. It should be noted that the amendments related to the work of citizens of Turkish descent and Law No. 4817 and its related law do not have any provisions regarding prohibited occupations for foreigners.

Although it is free for foreigners, separate and more difficult rules apply to engineers and architects regarding their profession in Turkey.

According to the law of the Union of Chambers of Engineers and Architects of Türkiye; To practice engineering and architecture professions in Turkey, registration in specialized chambers is required, and foreign engineers must obtain a work permit issued by the Ministry of Labor and Social Security after obtaining the opinion of the Ministry of Public Works. and Settlement (currently the Ministry of Environment and Urban Development) and the Union of Chambers (TOBB) are stipulated that they can be employed and register as temporary members in the chamber if they stay in Turkey for more than one month. close to their expertise. In addition, it is possible for engineering or architectural works carried out by foreign contractors or foreign organizations, officially or jointly with domestic organizations, against government departments, public and private organizations and individuals in Turkey. , a work permit should be issued, provided that this work is exclusive.
